It should come as no surprise that Southern California animal rights groups have turned the killing of a mountain lion in downtown Santa Monica by authorities into a springboard to further their effort—it's what they do. "We have to coexist," said Jack Carone, communications director for In Defense of Animals. "A mountain lion doesn't expect to find a city. Trespassing should not be punishable by death." LA Times.
It is easy to say things like "they should have done more", or "they can do more next time," but what exactly could they have done. All those involved went to great lengths to save this animals life and only when the life of a person was threatened did they kill it.

In many cases law enforcement is not prpared to deal with the situation, whereas fish and wildlife officers don't panic and resort to shooting when the animal poses no real danger.
