U.S. District Court Judge Oliver Wanger ruled Monday that hatchery-raised fish are no substitute for wild steelhead in California rivers and that federal fisheries managers have discretion to recognize differences in steelhead fish populations when determining the species protective listing under the Endangered Species Act.
